
History and objectives:
The Official Chamber of Commerce of Spain in Qatar, a non-profit association, was founded in Doha in 2009 as the Spanish Business Council and was officially recognized as a Chamber of Commerce in 2019 by the Ministry of Industry, Trade and Tourism of Spain. The Chamber is registered under the Qatar Financial Center with address in Regus Al Jaidah Business Centre.
The Chamber is part of the Federation of Spanish Chambers of Commerce in Europe-Africa-Asia-Oceania (FEDECOM) and maintains a permanent link with the Spanish Chamber of Commerce, Industry, Services and Navigation, which provides members the ability to benefit from the Official Chambers network around the world made of 42 Chambers abroad. Chambers abroad are also paramount for one of the main objectives of the Spanish Chamber of Commerce which is the internationalization of Spanish companies.
In this sense, with the aim of supporting the initiation and diversification of Spanish businesses in their internationalization processes, the Spanish Chamber of Commerce provides aid to companies through its company members.
Mission and objectives:
Its main objective is the development of trade and investment between Spain and Qatar and to promote the business of the Chamber’s members.
The Chamber offers its associated companies a range of commercial, promotional, information, advisory and logistical and administrative services. All this thanks to the members of your company to whom the services are directed. The Chamber can provide essential information on the Spanish and Qatari markets, as well as share professional contacts.

Susana Castro Acuña Baixauli has a degree in economics and law, she studied at the Universidad Pontificia Comilla of Madrid. She is a civil servant of the Ministry of Economy and Trade. Currently she is the commercial attaché of the Economic and Commercial Office at the Spanish Embassy in Qatar. Previously she was the Commercial attaché Economic and Commercial Office of the Spanish Embassy in Cairo from 2013-2018.
While she performed her carrier in Madrid she held positions in the Ministry of Ecological Transition where she was working as a technical advisor in the Spanish Climate Change Office, she was also part of the Spanish delegation attending the Climate talks negotiations under the UNFCCC in Doha, Katowice, Madrid, Glasgow, Sharm el Sheikh and Dubai. She was a board member of the Adaptation Fund of the Kyoto Protocol
At the Secretary of State for Trade, she was at the research department where she carried out reports related to bilateral trade and at a European Level, and to the main sectors of the Spanish economy

I had the honor of joining the Board of Directors of the Spanish Business Council in 2017 as Events Director.
Under the leadership of President Mr. José Antonio Vicente and with the support of the Commercial Attaché, we advanced the official recognition of the institution as a Chamber of Commerce, which we formalized in 2019.
In July 2020, I was appointed Chairman of the Chamber’s Board.

I have been a member of the Board of Directors of the Chamber of Commerce since 2019, an experience that has allowed me to take on various key responsibilities within the organization. I began my role as Treasurer, managing the Chamber’s finances and overseeing its resources. Later, I served as Director of Training, where I designed and promoted training programs for our members. Currently, I hold the position of Vice Chair, supporting strategic decision-making and representing the Chamber in different forums, with the aim of strengthening its role within the business community.

Luis Carlos is the Treasurer of the Chamber of Commerce of Spain in Qatar. He serves as Middle East Director at ACCIONA, overseeing the Facility Services division across Qatar, Oman and Saudi Arabia. With over 18 years of experience in Europe and the Middle East, he brings expertise in strategic growth, operational efficiency and sustainability. Estíbaliz Pequeño has been the Director of Services at the Spanish Chamber of Commerce in Qatar since 2022. She created and currently manages the Services Department, where she supports Spanish companies interested in exploring or growing their presence in the Qatari market. Her role includes coordinating trade missions, identifying potential local partners, offering on-the-ground and institutional support, and helping companies take part in key events and trade fairs. Thanks to her proactive and strategic approach, she has played an important role in raising the profile of Spanish businesses in Qatar and building strong connections between public and private stakeholders.
She works as Business Development Manager at Analyzer LLC, a consulting firm based in Doha. She leads the company’s international expansion strategy, identifying new business opportunities and supporting the establishment of operations across key markets such as Qatar, Spain, Saudi Arabia, and the UAE. Her responsibilities include building strategic partnerships, coordinating the launch of new offices, and overseeing business development plans aligned with local market dynamics. She also contributes to brand positioning through targeted marketing initiatives and represents the company at major trade fairs and institutional events.

Esteban Barrachina has been the Stakeholder Relationship Director of the Chamber of Commerce of Spain in Qatar since 2024. He’s role is based on a senior-level professional responsibility for managing and optimizing the organization’s relationships with its external stakeholders, ensuring stakeholder satisfaction, and aligning external expectations with internal operations.
He owns and manages a Technological company based in Spain with branch in Doha, leading high tech sustainable farming projects. With over 20 years of experience in Europe and 15 in the Middle East, he brings a global perspective to the Chamber’s efforts, supporting the expansion of Spanish companies in the region and fostering connections between public and private sectors.

This includes Key account Management, overseeing product development, spearheading international project sales, leading the Iberia sales force, and currently serving as the Field Instruments department Leader at Petrotec, a major provider of energy sector products and services in Qatar.

Adrián has served as Director of the Board for the Chamber of Commerce of Spain in Qatar since 2024. He brings over 13 years of international experience across Saudi Arabia, the Dominican Republic, Mexico, Azerbaijan, the UK, and, since 2021, Qatar— where he oversees HR strategy and operations for a workforce of more than 600 engineers. His global perspective, deep expertise in best practices, and solid background in Human Resources contribute significantly to the Chamber’s mission, with a particular focus on highlighting and promoting Spanish talent abroad.

Javier has been the Event’s Director of the Chamber of Commerce of Spain in Qatar since 2022. He focuses on re-defining the Chamber’s events during these years, upgrading them into multiple sectors, audiences, and activities. The diversification and growth achieved during this period has served not only to the benefit the members but to establish new relationships and create business opportunities within the members in the region.
He works as a General Manager for an engineering company both in Qatar and Saudi Arabia, leading the market in traffic management and infrastructure projects. With over 10 years of engineering experience in Europe and Middle East, he brings an international perspective to the Chamber’s efforts, supporting the expansion of Spanish companies in Qatar, as well as providing opportunities to engage at different levels within members, authorities and other parties, through the multiple types of events.
